In an effort to ensure municipalities are ready for growth, the provincial government announced the Saskatchewan Infrastructure Growth Initiative in the 2008-09 budget. Through the program, municipalities will be able to access $300 million over four years for five-year, interest-free loans to assist with the cost of lot development to support housing, commercial and industrial construction.

2008 - 2009 BUDGET:  $10,000,000   Maintenance:  $6,000,000

The program recognizes three types of functional corridors:

  • Parallel Municipal Primary Weight Corridors
  • Remote Access Municipal Primary Weight Corridors
  • Interconnecting Municipal Primary Weight Corridors

The program further recognizes that for each type of corridor there is financial support required for:

  • Maintenance (increased gravel, grading and snow removal)
  • New construction/reconstruction;
  • Bridges (not built to support primary weights or at/past engineered life); and
  • Signage

Construction - $4,000,000

This portion of the program operates similar to the existing Heavy Haul - High Volume road program.  The funding available each year will depend on the amount needed to fund the ongoing maintenance of Primary Weight Corridors.

Any road currently designated as a Primary Weight corridor (PWC) or as a future PWC by the Clearing the Path Committee is eligible.

Towns, Villages and First Nations are eligible if their projects are constructed in conjunction with a RM project or will complete a RM project that is already capable of carrying PW loads.

Municipalities may apply once per year for construction the following year.  (for the first year, the application period was April 15, 2008.  For subsequent years the application deadline will be the end of August).

The minimum construction requirements for grading projects under the CTP Primary Weight Corridors Construction portion are as follows:

  • A minimum top width of 8.0 metres
  • 4:1 sideslopes
  • A minimum 42 metre purchased Right of Way
  • 80 km/hr design speed

Clay capping will only be considered if the road was originally constructed to Primary Grid road standards and an engineer confirms that the minimum PWC standards can be achieved by clay capping the existing road.

The minimum construction requirements for paving projects under the CTP Primary Weight Corridors Construction portion are as follows:

  • A minimum top width of 8.6 metres (8.0 metres paved top with 0.3 metre shoulders)
  • 4:1 sideslopes
  • A minimum 42 metre purchased Right of Way
  • 80 km/hr design speed
  • Minimum 15 year pavement structure design

Proposed projects will be reviewed and rated based on several factors including:

  • Ability to carry Primary Weight truck traffic;
  • Truck Average Daily Traffic counts;
  • Expected length of time road will need to carry PW traffic;
  • Economic benefits;
  • Existing condition;
  • Will safety issues be addressed?
  • Proposed improvements sufficient to carry PW traffic?
  • Estimated costs.

All projects require engineering design and supervision.
