In an effort to ensure municipalities are ready for growth, the provincial government announced the Saskatchewan Infrastructure Growth Initiative in the 2008-09 budget. Through the program, municipalities will be able to access $300 million over four years for five-year, interest-free loans to assist with the cost of lot development to support housing, commercial and industrial construction.

The primary legal and administrative means of implementing an official community plan is a zoning bylaw. A zoning bylaw divides a municipality into zoning districts and regulates the development and use of land in those districts. A zoning bylaw permits a council to set local standards for the use and subdivision of land, and helps manage the supply of municipal services and resources to new development.
