The Northern Water and Sewer Program provides financial assistance to northern communities for:

  • New water and sewer systems for communities that do not have existing facilities, and,
  • Expansion, upgrading, or replacement of existing water and sewer systems.

This program covers projects identified and prioritized based on Northern Water and Sewer System Assessments (WSAs).

The program covered 100% of the costs of the system for communities without any existing systems, providing the community can demonstrate that they are capable of managing the annual operating and maintenance costs of the system including long term replacement.

For communities, improving or replacing existing systems, 85% of the cost is covered through the Northern Municipal Trust Account (NMTA) and any available federal and provincial infrastructure programs subject to the community contributing the lesser of:

  • 15% of the capital total cost of the project, or,
  • 2 mills multiplied by its most recent confirmed taxable property assessment base for the current year (see Section 3.5.12)

Funding, other than the community share, is provided by the NMTA, the federal and provincial governments through the infrastructure funding programs, and the Government of Saskatchewan and Aboriginal Affairs and Northern Development Canada (on joint systems).  NMTA funding is used to contribute to the community's share of any federal/provincial infrastructure programs.
