There are 118 arrangements of municipalities sharing administrative services.

Program Purpose

The program provides per-capita funding to municipalities to strengthen the provincial economy.  Investment in local infrastructure improvements using local contractors is highly encouraged.  The provincial funding is not intended to pay down debt, purchase land, lease property or finance administration costs, as these investments do not typically enhance the province's economy.

Program Details

Municipalities submitted a one-page infrastructure plan with a project list, estimated costs and construction timelines along with a signed funding agreement prior to receiving funding.  The deadline for submissions was February 28, 2009. 

Municipal Affairs reviewed infrastructure plans to ensure they were consistent with program objectives and timelines.  The funding agreement, as developed by Municipal Affairs, dictates provincial and municipal responsibilities. 

Infrastructure Plan Amendments

  • Changes to the infrastructure plan will require approval from Municipal Affairs
  • Each amended infrastructure plan must contain a complete list of all projects including those that have not changed from the original infrastructure plan.
  • An amended infrastructure plan requires its own local government resolution number.
  • The original of the amended infrastructure plan must be submitted for approval.

Funding provided for projects must be expensed by March 31, 2011.

UPDATED November 2010 - Municipal Reporting

MEEP wrap up instructions as well as the final report template and guidelines have been sent to Municipalities who had unspent MEEP money as of December 31st, 2009. If municipalities have questions or concerns about spending their MEEP money by the March 31st, 2011 deadline they are asked to contact Shauna Rosloot, Program and Policy Advisor at (306) 787-3088. Municipalities will complete their MEEP final report and return it by May 1, 2011 to Municipal Affairs (see address below). Links to the wrap-up letter sent to municipalities as well as the final report and guidelines can be found below.
