To advocate and negotiate with the local, provincial and federal governments on behalf of its member communities, and to implement changes in order to enhance the quality of life for northern people within the Northern Administration District (NAD) of Saskatchewan.

Represents rural municipal government in Saskatchewan and is the principal advocate in representing them before senior governments.

To ensure financial credibility for cities, towns, villages, northern and rural municipalities and school divisions, and ensure appeals respecting planning, assessment, fire prevention, municipal boundary, and conservation and development are heard and decided.

Advocates, negotiates and initiates improvements in local, provincial and federal legislation and delivers programs and services to members to enhance urban life in Saskatchewan.

The purpose of MFC is to assist in making capital funds available for the financing of sewer and water, school, hospital, and other essential construction and local improvement projects by municipalities, school divisions and health districts.

The Association along with the Provincial Government establishes standards and examinations to increase members' proficiency, knowledge and skill with respect to the performance of their professional duties.
